For a newcomer, understanding the “Province-District-Sector” hierarchy is essential for everything from registering a business to finding the right administrative office for your residency permits.
The Administrative Map of Rwanda
Rwanda is organized into five primary provinces, including the capital, Kigali City. These are further divided into 30 districts, which serve as the main hubs for local government services. To drill down even further, districts are comprised of sectors, which are the primary points of contact for most daily administrative needs.

- Tip 2: When asking for directions or an address, keep in mind that locals may also refer to the “Cell” and “Village” levels, which sit just below the Sector.
- Tip 3: Use official government portals like Irembo to find which district office handles specific permits, as some services are centralized at the District level rather than the Sector level.
