Understanding Deposit Protection in Rwandan Banks

The Rwanda’s Deposit Guarantee Fund (DGF) is a financial safety net that protects individual depositors if a bank or microfinance institution fails. Recent reforms have strengthened this system, increasing coverage limits, speeding up reimbursement, and expanding protection to include modern forms of money like e-wallets.

Your Money is Now Covered Up to Rwf 1 Million

Update: The maximum insured amount per depositor per institution has been doubled to Rwf 1 million. This means if you hold an account at a participating bank, the first Rwf 1 million of your deposits is fully protected by the fund. This coverage is automatic for all qualifying accounts.

Putting the Limit into Perspective

For many expatriates coming from the West or China, a limit of Rwf 1 million may seem minimal compared to the high coverage limits of the FDIC or PBOC. However, it is important to understand that this fund is designed to protect the vast majority of retail depositors in the local economy. For those carrying higher balances, strategic banking becomes essential to ensure full capital protection.

Important: Because the 1,000,000 RWF limit is relatively low for international standards, it should be viewed as protection for your local operating cash rather than your total capital.

Faster Access to Your Funds in the Unlikely Event of a Closure

Should a bank be liquidated, the timeframe for reimbursing insured deposits has been drastically shortened. The DGF now aims to pay out eligible deposits within 14 days of a liquidation declaration, a significant improvement from the previous 60-working-day window. This ensures you regain access to your protected savings much faster.

E-Money and Trust Accounts Are Also Protected

A key update for the digital age: funds held in trust accounts that back e-money (like mobile money balances) now receive the same protection as regular single deposit accounts. This means your mobile money savings with licensed operators are covered under the DGF, up to the Rwf 1 million limit. Protection applies to the beneficiaries of the account, not the trustees.

Strategies to Secure Larger Holdings

  • The Multi-Bank Approach: The Rwf 1 million coverage is per depositor, per institution. To maximize your protection, spread your savings across several different licensed banks. For example, holding Rwf 1 million in three separate banks provides you with Rwf 3 million in total coverage.
  • Utilize International Subsidiaries: Consider banking with large regional or international players operating in Rwanda (such as Equity Bank, I&M, or Ecobank). These institutions often have diversified risk profiles across multiple African markets.
  • Offshore vs. Local: Many expats choose to keep the bulk of their long-term savings in offshore accounts or their home country, transferring only the necessary operational capital into local Rwandan accounts for monthly expenses and investments.
  • Verify Institutional Membership: Before opening an account, confirm that the bank or microfinance institution is a contributing member of the DGF. Most licensed deposit-taking institutions are, but it’s a good practice to ask.
  • Keep Your Records Updated: Ensure your bank has your current contact information. In the rare event a payout is needed, the institution will need to reach you efficiently.
