The speed of the registration process is often referred to as being “on steroids” because of how quickly the government processes applications. However, once you are in the system, your reputation with the authorities depends entirely on your transparency with documentation.

The 24-Hour Registration (RDB)

Registration is handled through the Rwanda Development Board (RDB). The process is completely paperless and, for most company types, entirely free of charge. As a foreigner, you only need a high-quality scan of your passport to begin the application online.

The EBM Receipt Requirement

Perhaps the most vital tool for any business owner in Kigali is the Electronic Billing Machine (EBM). You are legally required to issue an EBM-certified receipt for every transaction. Hand-written receipts or standard Word documents are not considered valid tax invoices by the Rwanda Revenue Authority (RRA).

Failure to provide an EBM receipt can lead to heavy penalties. Most modern businesses now use the EBM V2.1 software, which can be installed on a laptop, removing the need for a physical hardware machine. You can download the official EBM V2.1 software directly from the Rwanda Revenue Authority (RRA) website or visit an RRA office to have their IT team assist with the installation on your device.

Annual Taxes and Deadlines

To remain in good standing, you must keep track of three primary tax obligations. The standard Corporate Income Tax (CIT) rate in Rwanda is 28% (subject to change).

  • Trading License (Patente): This is an annual fee due by January 31st. The amount depends on your business activities and location.
  • Income Tax Declaration: Your annual tax returns must be filed by March 31st.
  • Quarterly Pre-payments: Larger businesses often pay their income tax in three installments throughout the year (April, July, and October).

Always keep your Tax Clearance Certificate updated; this document is frequently requested when applying for work permits, opening bank accounts, or bidding on contracts.

Your Practical Tips

  • Apply for a TIN: Your Tax Identification Number is issued immediately upon registration and serves as your business’s primary identity.
  • Open a Business Bank Account: You will need your RDB registration certificate and your TIN to open local currency (RWF) and foreign currency (USD/EUR) accounts.
  • Register for RSSB: If you plan to hire staff, you must register with the Rwanda Social Security Board to contribute to employee pensions and medical insurance.
